지칠 대로 지친 동물 구조단체 직원이 죽어 가는 투견을 구조했다가, 그 개가 1년 전 자신이 일하는 보호소에서 이미 안락사 처리된 개라는 사실을 알게 된다. 조작된 기록을 따라가자, 그녀가 믿어 온 동료가 보호소의 개들을 투견판으로 빼돌리고 있었다는 진실이 드러난다. 모든 것을 막기 위해 그녀는 자신을 지켜 주던 규정도, 끝까지 곁에 있어 준 사람도 버려야 한다.

A는 학대, 방치, 불법 사육 현장을 돌며 동물을 구조하는 일을 한다.

하지만 어렵게 모은 증거는 재판까지 가지 못하고 묻히는 일이 많다.

그녀는 살릴 수 있는 동물만 겨우 살리고, 나머지는 서류로 정리하며 버틴다.

어느 날 평범한 방치 신고를 받고 나간 현장에서 A는 상자 안에 처박힌 채 죽어 가는 개 한 마리를 발견한다.

몸에는 투견에 끌려다닌 흔적이 남아 있다.

늘 하던 대로 마이크로칩을 확인한 A는 이상한 기록을 본다.

그 개는 1년도 더 전에, 바로 A가 일하는 보호소에서 안락사된 것으로 되어 있었다.

서류상 죽은 개는 아무도 찾지 않는다.

투견판에 넘기기에는 가장 좋은 먹잇감이었다.

상사는 기록만 남기고 손 떼라고 한다.

영장도 없고, 예산도 없고, A가 맡을 일도 아니라는 것이다.

하지만 A는 그냥 넘길 수 없다.

오랜 현장 동료 B는 처음에는 A를 도와 조작된 기록을 추적한다.

그러다 A는 위조된 안락사 서명들이 모두 B의 이름으로 되어 있다는 사실을 알아낸다.

B는 몇 년 동안 보호소에서 죽은 것으로 처리한 개들을 C의 투견장으로 넘겨 왔다.

그는 차라리 주사 맞고 죽는 것보다 낫다고 둘러대며 돈을 받아 챙겼다.

A가 믿고 버텨 온 일터 자체가 투견 조직의 공급책이었던 것이다.

윗선은 사건을 맡으려 하지 않는다.

결국 A는 구조대원 신분을 내려놓고, 구매자인 척 C의 헛간으로 들어간다.

몸에는 녹음 장치를 숨겼고, 곁에는 아무도 없다.

그곳에서 A는 장부와 투견장을 찾아낸다.

그러나 C가 장치를 눈치채면서 A는 오래전부터 피하고 싶었던 선택 앞에 선다.

증거를 들고 빠져나가 조직 전체를 무너뜨릴 것인가, 아니면 눈앞에서 피 흘리는 개들을 데리고 나갈 것인가.

언제나 눈앞의 한 생명을 먼저 구해 온 A는 이번에는 장부를 택한다.

바로 앞의 개들을 놓아두고 나오는 대신, 더 많은 개들을 집어삼켜 온 투견판을 끝내기로 한다.

밖으로 나온 뒤 사건을 완성할 마지막 열쇠는 B의 증언뿐이다.

A는 검찰에 B를 넘긴다.

투견 조직은 무너지고, 군 전역의 보호소에서 가짜 안락사 기록으로 개들이 빠져나간 사실이 드러난다.

기록 관리 체계는 바뀐다.

A는 처음 발견했던 흉터투성이 개를 데려와 함께 산다.

이제 그녀는 서류를 덮는 대신 사건을 끝까지 만든다.

다시 신고 전화를 들을 때마다 마음이 무너지지만, 더는 외면하지 않는다.

곁에는 아무도 없지만, A는 이제 제대로 보고 있다.

Ghost Dogs

A burned-out animal rescue worker scans a dying fighting dog and learns it was declared dead a year ago — at her own shelter. The forged record exposes a dog-fighting ring fed by the partner she trusts. To stop it she must abandon the rule-book that kept her safe, and the one person who had her back.

A runs animal rescue deployments — seizures, hoarders, neglect.

Most cases die in court.

She saves who she can and files the rest.

On a routine abandonment call she pulls a half-dead fighting dog from a crate and scans its chip from habit.

The chip says the dog was euthanized over a year ago, signed at her own shelter.

A dog that is dead on paper is untraceable — perfect for the pit.

Her supervisor says log it and move on: no warrant, no funding, not her lane.

She can't let go.

B, her longtime field partner, helps her trace the laundering — until A sees the forged euthanasia signatures are B's.

For years B has fed 'dead' shelter dogs to C's fighting ring, calling it kinder than the needle and taking the cash.

The work-world she trusted is the supply line.

With no case her bosses will touch, A stops being a rescuer and walks into C's barn as a buyer, wired and alone.

She finds the ledgers and the pit.

C spots the wire and forces her oldest question in real time: leave with the evidence, or stay and carry out the dogs bleeding in front of her.

The rescuer who always saved the one in front of her chooses the ledger — and loses dogs she could have lifted — to end the ring that makes thousands more.

Outside, only B's testimony can seal it.

A trades her partner to the prosecutor.

The ring falls.

An audit exposes the fake-euthanasia pipeline across the county and the records get locked.

A keeps the scarred dog that started it, builds the cases now instead of filing them, and lets herself feel the calls again — alone, and no longer looking away.
